2.0 Auburn Area Access
2.1

Purpose

Auburn Area Access is a non-profit corporation, whose purpose is to empower individuals, organizations, causes and groups within the Auburn area to produce and present their own non-commercial cable TV programs, responsive to the full and diverse range of Auburn's area residents, perspectives, concerns, issues and interests, coordinating outreach, training, production, playback, and promotional activities to achieve these goals.

2.2

Auburn Area Access Non-Discrimination Policy Statement

Auburn Area Access shall not discriminate in the delivery of services on the basis of race, color, creed, national origin, sex, sexual preference, age, religious belief, social philosophy, economic status, or physical ability.

2.3

Status

Auburn Community Television operates under the terms and conditions of its agreement with the following parties:

(1) The City of Auburn, a municipal corporation,
(2) Placer Union High School District,
(3) Auburn Area Access, a California non-profit corporation. Auburn Area Access is governed by a Board of Directors.

2.4

Location of Facilities

Placer High School Campus, Room 408

Auburn Area Access administrative offices and production facilities are located here. Production equipment at this location includes:

(a) TV Studio and Control Room
(b) Master control for Auburn Community Television channels
(c) Portable video production equipment, (including Studio-in-a-Box)
(d) Video editing systems, Analog and Digital

2.5

Auburn Community Television Staff

Administrative staff located at the Placer High School facility location include the Executive Director, Production Coordinator, and volunteers.

In addition, high school students may be involved in Auburn Community Television operations through a program offering "hands-on" experience to students attending Placer Union High School District schools.

2.6 Hours of Operation
2.61

Production Facilities

2:30 PM to 6:00 PM, Monday Wednesday, Thursday & Friday. Saturdays by appointment. Closed Sundays and Holidays. Hours of operation are flexible and will be modified in the future as additional staff becomes available and as community participation requires.

2.7 User Fees
2.71 During the hours of operation listed above in Section 2.6, all of the services available through Auburn Community Television are provided to eligible users who are members in good standing for no additional charge.
2.72

Outside of the regular hours of operation, special arrangements may be made to use the production facilities at specified rates by non-profit groups, government agencies, and individuals that have been appropriately trained and certified. (All material produced must comply with Auburn Area Access/Auburn Community Television programming content restrictions, as described in Part III, Section 6.0.)

(a) User Fees: All Facilities $100 per hour
  TV Studio only $65 per hour
  Editing (per booth) $20 per hour

(All above hourly charges include one assistant provided by ACTV. Three (3) hours minimum.)

2.73

Group and individual training, with specified fees, is available through Placer Adult School.

2.74

Customized group training, with specified fees, is available to groups whose special needs cannot be met by scheduling or other concerns.

(a) Studio Production, or Video Editing,

1. Training not available during hours of operation of reserved time nor between 1pm and 7am.
2. Group fee: $45 per hour plus appropriate equipment use fee (see above 2.72). Includes instructor.

2.75

Maximum number of trainees per group:

Studio/Video Production: 10, (min.: 5).
Editing: 6

(a) Portable Single Camera Production:

1. Training available through prior arrangement.
2. Group fee: $45 per hour plus $10 per camera system per hour. Includes instructor and use of equipment.
3. Maximum number of trainees per group: 8.
4. Maximum of one camera system provided per four trainees.
5. During the allotted period available for portable single camera production training, a maximum of two camera systems may be reserved for such training.

2.8

Auburn Area Access/Auburn Community Television Membership

Residents of Auburn are encouraged to join Auburn Area Access/Auburn Community Television as members.

(a) Residents of Auburn who subscribe to Starstream Cable pay no membership fee on presentation of driver's license and copy of their cable bill.
(b) Residents of Auburn who do not subscribe to Starstream Cable will be charged an annual membership fee of $10.00, (ten dollars), on presentation of their driver's license.
(c) Non-residents of Auburn will be charged an annual membership fee of $25.00, (twenty-five dollars), on presentation of their driver's license.
(d) Students of the Placer Union High School District will pay no membership fee.

(1) If a parent or legal guardian who resides within the Placer Union High School District assumes legal and financial responsibility.
(2) Parent or legal guardian that assumes financial responsibility must be familiar with the Auburn Area Access/Auburn Community Television Operating Rules and Procedures
(3) Student must have required certification and present a User I.D. Card, which indicates student's status.
